Between an officer who was originally a Cadet & one who was originally a Junior officer;+ h. regarded originally appointed equally eligible with officers as Cadets for posts for which his qualification renders him suitable.

I have no doubt that the point is slight but it wants careful handling - Subtlety to the effect that Mr. Irving having been in all respects a member of the Cadet service and having been transferred to that service cannot be debarred from promotion in the joint Jurisdiction more than if he had entered by the examination system, which was not in existence when he joined C.P.R.
My Lord,
I have the honour to inform Your Lordship that during the absence of the Registrar-General, Mr. A. W. Brewin, on vacation leave in September last, I appointed Mr. E. A. Irving, Inspector of Schools, to act as Registrar-General, there being no officer of the Cadet class available to fill the acting appointment which is one of those to which Cadets, if qualified, have a preferential claim.

Upon learning that he was only appointed to act because a Cadet Officer was not available, Mr. Irving addressed a letter to the Colonial Secretary, a copy of which and of the reply is enclosed.
To this reply Mr. Irving sent a further letter of which a copy is enclosed together with Enclosure 1, Enclosure 2, Enclosure 3, and a copy of a minute thereon by the Colonial Secretary.
